The educational kit “Are EU Learning?” builds on the twenty years of experience of Punto Europa Forlì in promoting European citizenship education in Italian schools. Designed for teachers at all levels, this resource offers practical, flexible, and engaging tools to address EU-related topics in the classroom in an innovative and interdisciplinary way.
Developed through the joint work of university experts, trainers, and young EU Junior Experts, the kit is structured around four sections—warm-up, consolidation, assessment, and simulation—reflecting the different stages of the learning process. The proposed activities are not only theoretical but also aim to foster critical thinking, active participation, and cooperation among students. They range from role-playing games such as “Who does what?”, which helps understand EU institutions, to a Treasure Hunt designed to explore the concrete impact of European funding in local communities, and Europoly, a playful path simulating the key moments of the integration process.
Special attention is given to interaction and the enhancement of transversal skills, integrating civic education with the European key competences framework. The activities are easily adaptable to different school contexts and levels of preparation, encouraging reflection, dialogue, and responsibility.
The kit is freely accessible, downloadable, and reusable, including as a basis for PCTO projects (school-to-work transition programs), theme days, or civic education activities. Recognized as a best practice by the European Commission, “Are EU Learning?” represents a valuable ally for those who wish to transmit to younger generations not only knowledge of the European institutions but above all a sense of belonging to a community built on shared values, rights, and democratic participation.

The e-book “Are EU Learning?” stems from the experience of the project “EULEARN – Education towards European Citizenship”, promoted by the Jean Monnet Centre of Excellence Punto Europa of Forlì (University of Bologna) within the Erasmus+ programme. Conceived as a practical tool for teachers of all school levels, the volume provides an innovative and flexible resource for teaching European topics.
The main objective is to offer clear, updated, and multidisciplinary content to facilitate the understanding of the European Union in its many dimensions: from the history of integration to institutional structures, from economic and social policies to global challenges such as environment, migration, rights, and development cooperation. The volume stands out for its didactic approach, designed to foster classroom interaction, stimulate critical thinking, and promote active and informed citizenship.
The structure of the volume is divided into four sections:
Part I – What is the European Union, offering a historical, legal, and political overview of European integration.
Part II – The tools, providing resources and information sources useful for teaching and communicating the EU.
Part III – European culture, with a focus on music and cinema as vehicles to explore the continent’s identity and diversity.
Part IV – Catalogue of experiences, presenting examples and good practices of teaching about Europe.
The volume is the result of a collective effort, coordinated by Fabio Casini and edited by Chiara Fossati and Paolo Cantore, with contributions from numerous experts and lecturers. Scientific supervision was entrusted to Prof. Giuliana Laschi, ensuring academic rigor and methodological coherence.
Through accessible yet accurate language, “Are EU Learning?” aims to enhance the role of schools as a privileged space for education to European citizenship, offering teachers practical tools to guide new generations towards awareness, participation, and a sense of belonging to today’s and tomorrow’s Europe.
